My test is on paper so need to print the sheets out but when you press the printer button it say's no printer available.

The message "no printer available" indicates that there may not be a printer connected or installed on the computer being used. The user should check if there is a printer connected and installed properly, and try printing again.
how do i know if i am doing well on this? what constitutes a good score? After each test you are given your average speeds and numbers but there is no mention what is actually a good score.

The Group-Bourdon Tool for Windows does not mention what is considered a good score. It is not specified within the program itself.
I have installed the tool and the software runs, but there are no instructions as to which keys to use to indicate a correct answer. The cursor can be moved using the arrow keys but neither the Spacebar, left mouse key or enter key work to indicate a correct response. I am running the tool on Windows 8.1. I have run it in Compatibility Mode for the following OS : Windows XP SP 2 & 3 and Windows 7, still with the same problem. I'm sure I am just using the wrong keys.

There is no information about the keyboard controls for this program. However, it seems that you can press the UP arrow key to mark an item as a correct answer. To make sure that the same configuration is available for you, before you start a test press the Default button. By pressing this button, the program will reset its options to the default state.
How do you mark the dots on the sheet online? Do I need to use the arrow keys and to press Enter?

Once you begin the test, you need to press Space and then to navigate using the right and left arrow keys from your keyboard. If you want to select an item you will need to press the Up arrow key. Alternatively, you can use the D key to navigate to the right, A to navigate to the left and W to select.
